The alleged cash-per-ticket controversy that haunted the Congress party since its drubbing in 2014 polls has resurfaced yet again as Odisha Pradesh Congress Committee working president Chiranjib Biswal today raked up the contentious issue in a public meeting at Karilopatana village under Patkura assembly constituency of Kendrapara district.
